Notification on the Foreign Workers Centralized Management System (FWCMS)

The Ministry of Labour and Vocational Training would like to inform all owners and directors of enterprises, factories, companies, and establishments employing foreign workers that, in order to strengthen management and monitoring of foreign labour, the Ministry requires all companies to register foreign workers in the Foreign Workers Centralized Management System (FWCMS), available at: https://fwcms.mlvt.gov.kh/

Employers must complete registration and updates for their foreign employees between 1 November 2025 and 31 March 2026.

In order to automatically generate a list of international and Cambodian employees, enterprise owners, companies, and establishments must link the Labour Centralized Management System (LACMS) with the Foreign Workers Centralized Management System (FWCMS) by following the guideline provided at this link: https://lacms.mlvt.gov.kh/backend/guidline/register/how_to_link_FWCMS_LACMS.pdf

The Ministry would like to clarify that foreigners seeking to live, work in the Kingdom of Cambodia must apply for a work permit and a foreign work book via the FWCMS system within 90 days of their initial arrival.

The labour inspector will impose fines and take appropriate legal action against enterprise owners, companies, and establishments that employs foreign workers if they do not apply for a permit to employ foreign workers for 2026 or if the foreign worker does not apply for a work permit and a foreign work book by the deadline mentioned above.
